FIA arrests four CDA officers on corruption charges in Islamabad

CDA’s Land Directorates have made many headlines over the last three years for corruption allegations

The Federal Investigation Agency (FIA) began the New Year 2018 with the arrest of one former and three incumbent land directorate officers of the Capital Development Authority (CDA) on the charges of ‘illegal double allotment,’ which inflicted a loss of millions of rupees to the national exchequer.

According to FIA officials, the four CDA of officers rank including Abdus Salam Shah, ex-Deputy Director General (Land & Estate), Asghar Ali, Assistant Director (Land & Rehabilitation)), Raja Shoaib Mallal, (Admin) Officer (L&R) and Mubassir Hussain Shah, Assistant CDA. Asad Ali, Deputy Director (Land & Rehabilitation) and Khizar Hayat dealing assistant (L&R) of CDA have been arrested.

According to the FIR, the accused have been booked under sections 109, 409, 420, 468 and 471 of the Pakistan Penal Code (PPC) of misusing of inflicting the heavy loss on the national exchequer by illegally allotting plots.

According to FIR accused CDA officials illegally allotted plots in the Sector I-11/2 measuring size 30×70 to affectees of Moza Sangjani Islamabad in 2016 under package deal of 93.15 Kanal lands however they were already allotted plot no in the year 1997.

“The affectees were allotted nine plots which include plot no. 1573, 1574, 1579, 1580, 1581, 1586, 1588, 1589, and 1590 in I-11/2. However, they were already allotted plot no. 1473-C, 1474-C, 1475, 1476 and 1477 of size 30×60 in sector I-11/2 in the year 1997,” reads the FIR according to Pakistan Today.

According to CDA the record submitted to the National Assembly on February 1 stated that out of the 39 cases the authority had received inquiry reports on 21 cases and submitted them to the PM office.

The Capital Development Authority (CDA) seems lenient against its senior officers against whom several corruption inquiries were conducted and action recommended during the last five years.

The civic agency took action against only 36 low-grade officials found involved in 10 relatively minor cases as National Accountability Bureau (NAB) remains agile as the bureau has made several arrests of influential people of Capital Development Authority (CDA) on corruption charges.
